Beschreibung & Anforderungen

The Integrated Logistic Support (ILS) Manager is responsible for the successful delivery and coordination of all ILS aspects of Programmes.  This includes the formulation of ILS strategies, production of ILS processes/procedures/plans and associated documents, as well as monitoring of ILS performance, trend/KPI reporting and production of regular reports with recommendations for the customer.

Although reporting to the Head of Communication Programmes, the role is responsible for ILS aspects of all Programmes contracts as well as ensuring consistency of approach across everything we do and upholding the ‘STS approach’ to ILS delivery.  This position is crucial for creating and maintaining focus, enthusiasm and momentum, ensuring the overall integrity and coherence of ILS activities for Programmes.  This extends to the development, maintenance and support/oversight of each team.

As a secondary, supporting role, the ILS Manager will help to support the Heads of Programmes with resource planning, qualification tracking, personal development, management of interdependencies and oversight of risks and issues. The role also includes the coordination of new skills and continuous improvement to enable effective change and realisation of programme benefits. 

Duties: The ILS Manager is responsible for:

    Planning and maintaining an effective support regime, proactively monitoring its progress, resolving issues and initiating appropriate corrective action. 

    Formulating ILS strategies and approaches for all contracts

    Acting as the ILS expert within STS Defence and upholding end user requirements across our organisation

    Documenting all ILS plans, procedures and processes and ensuring consistency across all Programmes contracts

    Auditing and monitoring the effectiveness of all plans

    Monitoring ILS performance, trends and KPIs and reporting to Heads of Programmes and Project Managers

    Liaising closely (and leading the way) with Logistics and Procurement departments for information and data production

    Producing regular and timely reports for customers on ILS performance and proactive recommendations that help mitigate future programme/contract risks

    Recommending improvement plans and change activities that benefit STS Defence and/or customers, paying particular attention to end users of capability that we deliver

    Ensuring effective quality assurance around project delivery – focussing on Suitably Qualified Experienced Personnel (SQEP) consistency for Programmes, alignment with STS Defence strategy and outwardly on its coherence with customer expectation and specialist standards

    Facilitating the assignment of individuals to Integrated Project Teams for complex projects

    Ensuring the maintenance of sufficient resources and skills for programme activities and the effective allocation of required skills to individual projects

    Managing communications with all internal and relevant external stakeholders

    Managing the SQEP dependencies and interfaces between projects

    Initiate training, skills development 

    Reporting the progress of the support regime at regular intervals to the Programmes Director and Managing Director, as directed

    Proactive identification and exploitation of all new business development opportunities that emerge through ILS development and customer interaction


Skills/Qualifications: The ILS Manager should have:

    Effective leadership, management, interpersonal and communications skills

    The ability to command respect and to create a sense of community across all teams

    Subject matter expertise in military ILS process and requirements

    Preferably a background in maintenance of RN communications and/or IT systems

    Good knowledge of the techniques for planning, monitoring and controlling personnel

    Sound business case development and approvals skills

    Good understanding of recruitment, personnel development processes and negotiation with third parties

    An understanding of programme and project management methods such as MSP, PRINCE2, APM, Change Management and MoR.

    Good knowledge of budgetary and resource allocation procedures
